Dawn Lee
Co-Founder & President, Mounted Horse Foundation
Dawn is the co-founder and president of the Mounted Horse Foundation, where she combines her lifelong passion for horses with a deep commitment to public service and community building. Her journey into equine advocacy began as a volunteer for the Boulder City Police Department’s Mounted Unit. There, she not only served alongside the team but also took the lead in fundraising efforts to support their mission—an experience that inspired the founding of the Foundation.
Beyond her work with the Mounted Horse Foundation, Dawn is also a small business owner. She runs a successful insurance agency, bringing the same drive and dedication to her business as she does to her nonprofit work. Her entrepreneurial spirit has played a key role in shaping the Foundation’s growth and sustainability.
In addition to her leadership in the nonprofit and business worlds, Dawn is a co-founder of Hoedown, a popular annual community event in Boulder City. The Hoedown serves as both a fundraiser and a celebration of the town’s Western roots, drawing people together in support of local causes—including mounted units and equine programs.
As president of the Foundation, Dawn oversees strategic planning, fundraising, and partnerships with community and equine organizations. Whether she’s in the office, at a community event, or in the saddle, her mission remains the same: to support horses in service and strengthen the community connections.

Alicia Datoc
Co- Founder & Vice President, Mounted Horse Foundation
Alicia Datoc brings over a decade of experience in community management and executive leadership to her role as Vice President of the Mounted Horse Foundation. Currently serving as the General Manager at One Turnberry Place in Las Vegas, Alicia is known for her dedication, professionalism, and deep commitment to public service.
A lifelong animal lover, Alicia is also the proud owner of Camache, a promising young horse currently being trained for mounted unit service. Her passion for equine welfare and community engagement makes her an invaluable leader within the Foundation.
Alicia lives in Henderson, Nevada with her husband, Michael Datoc, and remains deeply rooted in her family life. Whether she’s overseeing complex property operations or helping prepare horses for public service, Alicia approaches every role with heart, integrity, and an unwavering dedication to the community.

Jason Lee
Treasurer, Mounted Horse Foundation
As Treasurer of the Mounted Horse Foundation, Jason brings a strong sense of responsibility, organization, and attention to detail to the team. While his background isn’t rooted in finance or horsemanship, Jason’s commitment to the Foundation’s mission is unwavering. He manages the Foundation’s financial records, assists with budgeting for events and fundraisers, and ensures that all donations are accounted for with transparency and care.
Jason’s calm, thoughtful demeanor makes him a dependable partner during planning sessions, and his passion for giving back to the community is evident in everything he does.
Whether he’s helping coordinate the Hoedown fundraiser or double-checking the books, Jason is proud to support the Foundation’s work mounted horses and youth in equine sports. He’s honored to contribute to a cause that brings people together in service of these incredible animals.

Tawny Biggs
Secretary, Mounted Horse Foundation

Tawny Biggs is a seasoned operations leader, credentialing expert, and nonprofit co-founder with a deep-rooted passion for public service, animal welfare, and community resilience. As Co-Founder and Secretary of the Mounted Horse Foundation, Tawny brings together her professional expertise and lived experience to protect and promote the critical role of mounted units in law enforcement and civic engagement.
With a background in healthcare credentialing and benefits administration, Tawny has held senior-level roles overseeing complex systems, managing multi-disciplinary teams, and streamlining operational processes. She has served as Director of Operations for veteran-focused programs and has led 5½-day intensive retreats supporting first responders and military personnel living with PTSD. Her ability to coordinate logistics, secure resources, and manage compliance requirements has made her a trusted leader in both the public and nonprofit sectors.
Tawny’s connection to the equine world is deeply personal. As a survivor of triple-negative breast cancer, she found healing and strength in the bond between horses and humans. This perspective inspired her to co-create the Mounted Horse Foundation.
She currently helps oversee the care and support of horses stabled at the Boulder City Horsemen’s Association, advocating for ethical treatment, proper training, and sustainable funding. Tawny is also responsible for key administrative functions of the Foundation, including documentation, government filings, and community partnerships.
Known for her tenacity, empathy, and systems-level thinking, Tawny continues to champion causes that sit at the intersection of justice, service, and healing.
